SMB1 and SMB2US where both times she had brown hair due to graphical limitations.
yes, it was made in the 80's when Peach (or Princess Toadstool at the time) had brown hair.
brown depending on the background to provide the best contrast. SMB1 had an orange color due to the black background, SMB2US was a brick red which worked best with the different colored backgrounds and SMB3 the hair was almost black to contrast the light background of the ending. It wasn't until
the 16 bit era where they could use more colours for sprites at one time (16 as opposed to 4 on the NES) that they made Peach a blonde.
