    Eh, it depends on how you look at it. America and England are not related in the same way as America and Canada (who are biological brothers) are. Though, it seemed as if America was England's son, England simply took care of him like he was his
     own. So, if you were wondering if this pairing is considered incest, it isn't. They are not actually related.
